OpenAI defined catastrophic risks as those capable of causing extensive economic damage or severe harm and loss of life. The framework categorizes these risks into four domains: cybersecurity, CBRN threats (chemical, biological, radiological, and nuclear), persuasion, and model autonomy.To ensure responsible development, the preparedness team will evaluate Frontier AI models based on these categories. Models with a medium or lower risk score in these areas will be eligible for further development. OpenAI emphasized its commitment to safety by establishing a cross-functional safety advisory group.

This group will review all reports and present its findings to the executive team and board of directors. While the executive team will make decisions, the board retains the authority to overrule them, providing an additional layer of governance.Although OpenAI did not specify the individuals included in the decision-making group, it is reasonable to infer that key figures like CEO Sam Altman, president Greg Brockman, and CTO Mira Murati may be part of this influential group.
